I would not be surprised if Rupert is offered again in the future... For clams, not for free though. TinyCo likes money... So why not offer things over and over again for more chances at our $$$?
250 clams is a bit steep for me. Maybe if I had a few more freebies... But nah. I'll pass.

Don't forget if you have the other characters in his set (Consuela, Buzz, the horse - yes I know he has a name, and Jake) you get 100 clams back for buying Rupert and finishing the set. Sure I would have liked to get him during the event and not had to spend the clams for him, but getting the 100 back because I had the other characters took the sting out of it a little bit.
