Maybe to the right of district 7? It'd be fun to see to the left of the 'extra' starting land so it would require those to purchase the land. I can see them doing something like that.

South of Civic Center to the Right of Asiantown because of the pattern.
Clam District is south of the beginning. Shopping District is to the Right of the Beginning.
School District is South of 3 to the Right of 2. Pirates Cove is South of 2. Civic Center is South of 4 Right of 5. And Asiantown is South of 6
