I didn't no about when they spawned really am gutted. I was just on the game it says to complete it I need 145 clams witch I've only got 46 clams. I won't b buying any clams to get it tho.

Yeah on the forums it was reported early that 2 clowns were spawned, 1 hourly and 1 every 4 hours.  You could have a max of 2 clowns in your town (1 of each).  The majority of us had the glitch from what I heard.  It was supposed to allow you to have 3 of the hourly ones and 2 of the 4 hour ones or something like that - but obviously didn't work out that way.  So you really had to play the game hourly to get those pies, and every 4 hours to get the horns.  Since you needed 15 horns and accounting for sleep, you really had to get at least 3-4 a day on Friday, Saturday, Sunday - which is basically the entire day.  The hourly one was a little friendly only needing 40, - but again you had to play all day like 12 hours a day on Friday, Saturday, Sunday.  There was some margin of error since we did have about half of Thursday and half of Monday - but as I said with that bug you had to be dedicated to win it free.
