I am doing the christmas event and i can't figure it out. i need to create army peter to get army peter i need mistletoe bombs, to get mistletoe bombs i need a building, to get the building i need presents, to get presents i need top hats, to get top hats i need army peter. Seems circular to me unless i am missing something.

You get Santa first. I don't know what the requirements are as I already had Santa.

I unlocked santa i traveled to the north pole now i am stuck. I cannot figure out what i need now because it seems i need a building to get mistltoe to unlock a character that i need to obtain the buildings.

You need Peter, Chris and Bruce first to get cups 6hrs tasks. Don't use these guys for Camo Peter as you can't get him till you unlock prize 4 and you will have most item collect by then
Then it takes 2 cups to atack village 
you need to create the hummer
free santa
send santa to atack village (tap on the hut with !) 
4 hrs later use lights to upgrade hummer
use hats to get presents (missle truck)
use presents at tent to get prizes
repete

I unlocked santa but it isn't giving the the option to use santa as the driver of the hummer still locked also I built the holiday humma if that is what you mean by unlocking the hummer.

Santa can't be on task or he will be locked as a driver.
